I don't know if you can call it good fortune when Penrith have unilaterally expanded their juniors nursery to include basically all of the most populated parts of Western NSW over the last roughly two decades, and sent themselves broke in the process of doing so and needed bailing out BTW.Penrith's success is built off the back of the good fortune to have one of the world's biggest RL nurseries. I actually think that their real stroke of good fortune was the the introduction of the 6 again rule, and all the nonsense associated with it, which, by pure chance, fundamentally changed the game in a way that suited teams with a makeup like the Panthers at just the right time for them, but that's a slightly different discussion.
Playing the hand you're dealt is all well and good, but it's hard to argue against some sort of intervention when it's gotten to the point where it's literally undermining the integrity of the competition. The whole salary cap has been outdated and needed updating for a very long time now.
