This is exactly right. For twenty years the NRL basically did nothing to support game development and participation there. The local staff had to work their asses off with bugger all resources to develop the game. They had to knock back applications for new clubs as they didn’t have the resources to manage new comps/teams effectively. When people complain the Storm feeds off player bases from other states I laugh. Wtf were they expected to do when no money was invested in growing pathways? Over the past 5 or so years that had changed and their pathway teams have predominantly local players. These players will feed into the Storm and other clubs. And Welch is right. 16 other NRL clubs benefit from a huge junior system that they didn't create or currently fund. Why should it be left to one club to suddenly create an entire system for a state?
Also, for much of the Storm's life, the NRL grant was barely enough to fund the top side.

I thought you were a Broncos fan." He replied, "I am. I have no idea what they're talking about." The guy was just trying to brownnose. It was particularly egregious during the time News owned them. They treated investing in the local grassroots in Melbourne like it was an imposition.
