The NRL needs to employ a full time Jersey / Merchandise designer(s) to actually design this stuff. Take it out of the hands of the clubs and manufacturers. Yes the club would have a say of what they want but in the end it is up to the NRL designer to make the designs and submit to the manufacturer. It will have some consistancy and quality. make it happen.

Yes, but the person who does that would have plenty of other roles and would only be checking stuff like sponsorship by illicit, illegal or conflicting companies.
