I would argue australia and new zealand can support 20 or even 22 pro RL teams now, but not in the current closed league format. Two divisions with promotion and relegation between them gives both more areas professional representation and also makes the top of the NRL more elite.
No one , or few , would support a relegated team in a demoted division. It'd be a hard sell
Raining hard in Perth. Everytime we get an NRL game!

It's almost as if the weather is a contributing factor to poor crowds.

Soft Australian rugby league fans I guess?
And fans pssed at no expansion yet again. There has been a real buzz in the wa RL community since 2011 at the prospect of a club in the future that has now gone.

Lol the bar is so low even a poor crowd in Torrential rain in Perth looks good compared to some NRL clubs.
