when your sample rate is so low it literally only takes a bit of chance to have massively different total numbers.

Small sample size it may be, but thats how ratings are done - everywhere.

Or it means you simply dont understand the ratings process.

The ratings are determined by the number of people in any given household at any time which is then extrapolated to the rest of the population, and includes residents and any visitors. The actual ratings are also an average number over a given period, so i wouldnt expect them to be multiples of 4,000.
