You have to consider Rocky's opponents and his situation.

He fought Drago, who was chocca block full of the angry pills and Rocky had some brain damage shit going on.
He was old and hopeless when he fought Tommy Gunn, and because Tommy couldn't beat him, it proved that Tommy was in fact poo.
He beat Mr T in one match and Rocky won the other, and he had to fight Apollo twice before he won, and because he asked for Apollo's help to beat Mr T, shows that Apollo was his toughest adversary, so Apollo Creed was his toughest opponent.
