The big problem with your "view" is you're overlooking the ARLC's insistence that the 18th team presents a strong business case that adds money to the game.
It proves you're full of shit. On the one hand you think that taking Origin to regional Queensland and NSW is "stupid", -- despite the fact the two teams are Queensland and NSW -- because it might generate less revenue from game day, yet you think the ARLC shouldn't take game day into consideration when deciding on the 18th team. If you cannot see the cognitive dissonance then you are beyond help.
Origin in Townsville and Newcastle will generate a profit from game day operations. There's no guarantee that an Adelaide-based NRL team will be able to generate enough from ticketing, sponsorship and corporate hospitality to cover stadium rental costs, let alone their football department.
