Investigation into Parramatta Leagues Club former chairman takes a step forward

A state government investigation into allegations of membership tampering and other irregularities at Parramatta Leagues Club
has taken a significant step, with the industry regulator referring findings to the Independent Liquor and Gaming Authority.
Former Eels chairman Roy Spagnolo and ex-chief executive Bob Bentley have been linked to the backdating of 186 memberships in the weeks before last year's Parramatta elections, a ploy investigators believe was designed to bolster numbers when members cast their votes for directors.
The development on Thursday leaves the matter, which is also being probed by police, in the hands of ILGA, which will now determine whether action is to be taken against individuals involved in the scandal.

The Eels released a statement, saying: "The Parramatta Leagues Club (PLC) Group has today been informed by the Office of Liquor, Gaming and Racing that a disciplinary complaint regarding the club has been lodged with the Independent Liquor and Gaming Authority.
"In November 2013 the current PLC board referred a number of matters to the OLGR following a wide-ranging review into the previous administration. In May 2014 the tampering of PLC membership records prior to the PLC election in 2013 were discovered, and this additional matter was also referred to OLGR in June 2014 for their review.
"PLC has co-operated fully and extensively with the OLGR throughout the investigation process and looks forward to its completion. We await further advice from the authority and will continue to keep members informed of developments."
The Eels last week asked Spagnolo to stand down as chairman of the football club, the Parramatta District Rugby League, while investigations were ongoing, but he said he was "not going anywhere".
A spokesman for the liquor and gaming watchdog said on Thursday: "The authority confirms it has received a complaint from OLGR. Once the complaint is determined, the authority's decision will be published on its website."
Parramatta are also investigating allegations of harassment and bullying of officials and staff during the previous administration, they announced last week.
The off-field inquiry comes as the Eels prepare to send players to the US for an off-season tour during which they will visit NFL champions Seattle Seahawks.
