Putting the Izzy situation to one side, my initial thoughts are that I don't have a problem with teams averaging their cap over two successive seasons, so long as they didn't break it by a set figure per year (say 5-10%).
Might help teams hold onto local juniors if they come out and have a boom first year (look at the trouble Manly had signing DCE when they had already had a maxed put cap for the following season). South could have the same problem with Reynolds, although the dogs should be able fit their Teynolda into their $10m cap.
Would also allow teams to make a big play on a marquee player for next year by making room in this years cap.
Regardless though, the Eels shouldn't be the only one to get the benefit of this kind of cap relief.
