No, it's not. The NSW government has a budget of $80b every year. It spends this in many different ways. It balances its budget as it sees fit. No amount of money is going to solve all of the state's problems. If you think budgeting is as simple as "take this expenditure here and redirect it here" you don't understand it at all.And budgets are constructed based on the direction and intentions of the government of the time. So yes, it mostly is the same pot of money.
