I think Olympic Park should've been abandoned alltogether.
I would've sold Accor to developers, made the NewSFS 65,000 seats, built another Bankwest Stadium at Blackown International Sportspark and increased the capacity of the oval ground at Blacktown to 20,000 for the Giants and Thunder.
Blacktown ISP is on the junction of the M4 and M7 and has a heavy high-capacity rail line running right by it. It was the ideal spot to have an outer-western sports hub.
Firstly selling Olympic Park would have been suicidal. Billions spent on doing the precinct up for the Olympics and then selling it a year later? Not even the NSW Coalition had an appetite for that. You seem to forget money spent on the other areas there (e.g. Qudos Banmk Arena) let alone the money spent on building the railway station and the work on the tracks too. That station was specifically designed to handle mass people movement from events in that precinct.
As to ISP, it's not even in Blacktown. The nearest railway station to it is Rooty Hill, which is not a major station by any stretch of the imagination on the western suburbs line. Additionally is two stations past Blacktown on that rail line. It's only relative grace is the 18 minute walk to it from said station, but that station is not set up for nor capable of handling big crowds at it.
I know as I live out that way and also used to commute out to Mt Druitt and St Marys via train to visit an Aunt who used to live at Lethbridge Park. Once you get west of Blacktown, there is only 1 line rail line running westward from Blacktown and one line running eastward all the way from Emu Plains. Further some stations out west of Blacktown only have literally 2 platforms, 1 for each line (e.g. Leppington).
