I think you're looking at it the wrong way. None of them stay for unders. Some of them are on unders for a year or two early in their careers, but by the time they've played a season of NRL the minimum they'll sign/re-sign for is market value. Likewise for a young first grader before he becomes a superstar - Dylan Brown (for example) might be on $600k this year but by the end of the season could be worth a million or more. He'd be on unders until he signs his next contract. However desperate clubs offer everyone overs, and for elite players this can be hundreds of thousands of dollars. Meanwhile overs for solid first graders like Napa, Tetevano and Curtis Scott might've been less than $100k. This might seem like semantics but the point is that the top players are offered a lot more than an extra $50k to sign elsewhere. Addo-Carr is probably getting an extra $300k/year to leave Melbourne for the lowly Dogs. Guys like Fifita and Cotric would be getting similar upgrades to leave their junior clubs. They're not turning down that sort of money.
That just backs what I am saying. Trying to get an elite player from other clubs generaly means paying overs and a lot more......
