You'd think in a city of 9 million they could average more than 3k at thier games.London having a whinge despite voting for the grading system when they thought they had no chance of promotion on the field. Maybe they should be looking in the mirror and asking themselves why after 20 years of top flight funding their club is classed as smaller than 23 other clubs in Europe?

Thats just part of their low score. But yes building a fanbase is a key area they are weak in.
