All the NRL needs to implement is a 2 Million marque allowance outside the cap for players who have been out of Rugby league for at least 5 years.
Bring that in with NZ 2 and it's over.

I’d love for nrl to have a ten year expansion strategy to get the game to 20 clubs.
1. Next year announce perth will be in 2028 and start funding them now so they can build the club in nsw cup and add $5mill a year to the nrlwa budget.
2. plan for nz2 in 2033 and up the nzrl funding by $5mill a year now with a strategy for taking 2 games a year to wellington and christchurch with the new Wellington club entering nsw cup in 2030
3. Plan for south Queensland firehawks to come in 2033 alongside nz2 with a key target on the southern brisbane region.
4. discuss with the bears setting up shop in Adelaide with a nsw cup side and increase substantially SANRL funding to lay the foundations for a club there in 2038.

if we could have ten games to sell ready for the 2033 tv deal that would be a massive step forward for the game.
the game is $60mill in surplus let’s use a chunk of that money to start developing the game for the decades ahead.

Doesn’t even need that, allow 2 players signed from outside the nrl (not SL) for all clubs 50% exempt on cap for 5 years of their contract.
For warriors and eventually nz2 75% exempt from cap if signed from RU.
For Perth and eventually Adelaide 50% exempt for ten years if signed from outside nrl inc SL up to 5 players.

that’d solve a lot of expansion player depth problems and really deliver a big blow to union in nz and aus. We used to get some cracking established backs from union in the 80’s and 90’s. Be nice to see more offiahs, Jonathan Davies etc running around the nrl.
