Add 2 Japanese sides & open eligibility for All Blacks selection. Two separate national leagues would be the best outcome for everybody. Chuck some sort of champions league together to fill out the season as well.
It'd hurt in the short term, but it'd be their best chance for growth in the long term.
NZ players can then go to Australia & Japan, earn a bit more, but still be in the Super Rugby competition.
Next phase of expansion would be West Coast of America (Say Vancouver & LA).
Move towards a Pacific rim club competition, eventually with divisions - and crucially, open player movement.
For East Coast American clubs (eg New York, Miami, Toronto), get them into the European system, which would eventually switch to summer at the pro-level, to standardize the global calendar.
Yes it splits North America in half, but it goes some way towards solving travel demands.
The future of rugby union should be east (Pacific, Asia, Western America) & West (Europe, Africa, Eastern America) not northern Hemisphere & southern Hemisphere.
Time zones and travel dictate it.
