It’s not beyond the fact an nrl team based in png is totally impractical and undoable so a half arsed idea to base them in a totally different country has been concocted.

May not even be that, it’s a big assumption that all the govt money is going to the png club and then nrl are also going to give them a full grant. I can see nrl slicing off a chunk of it to cover lost revenue by having a team in a developing country that provides no revenue increase.
