Are you honestly saying a team in any of those states would produce the same amount of Rugby League players as a second NZ side? Really?
Thers more to roi than just player production. If you really wanted to develop more nz players for the nrl you could spend the $19mill a lot better than on another nz club that might end up as sht as warriors have been. Sadly this commission is all about top down and continues to underfund nzrl and grassroots generally

Ok. What ROI advantage do those states offer over nz2?

Are you honestly saying teams in those states couldn't produce a better ROI than a side in either Wellington, Christchurch, or one of the even smaller cities in NZ? Really?

Depending on the timescale we're talking about, and the amount the NRL is willing to invest into it up front, WA, SA, and VIC are all capable of producing similar amounts of talent as regions of NZ like Wellington or Canterbury.

Obviously starting from the low base that they are that won't happen overnight, maybe not even in some of our lifetimes, but that doesn't mean that it isn't a worthwhile endeavour, just like the fact that NZ sides commercial ceilings are likely to be lower than those of teams in the major metros in Australia doesn't mean that they aren't worthwhile either.

During his time at the NRL in the late 1990s and early 2000s, he was instrumental in ensuring the Warriors franchise did not disappear. Influential Sydney league identities were pushing for the Warriors to be dumped from the competition during the messy transition of ownership from the Waikato-based Tainui iwi to now disgraced Kiwi businessman Eric Watson. Moffett resisted those overtures and made sure the Warriors survived.
