The only reason there are a lot more drops & oopsies clubs in NSW , the ACT & QLD is its easy & soft to play while RL is not, Plus 1978 was about the time the great Nthn migration started with victorians getting the hell outta derpsville in their droves to NSW & QLD
CC Bears make a lot of senseDifferent competition, different circumstances. A league is a much smaller competition wherein the CC Mariners don’t have 10 teams surrounding them. Even taking that into account they have a chequered financial history.
A Central Coast NRL side doesn’t make any sense considering the circumstances of this competition or the context

The data shows that the AFL has grown in Southern NSW and the ACT across most metrics that we have reliable data for. Participation and ratings are the most reliable ones, and both have slowly, but steadily, grown since at least the early 00s/90s.
The data shows what the data shows, and you're just wasting everybody's time by pretending otherwise unless you can show that the data is faulty, or present your own set that contradicts said data, and we both know that you can't.

RL and Aussie Rules were not on equal footing before the Raiders. It's kind of complex, but Rugby plural was, but not RL by it's self. Nor has RL been the clear cut dominant sport in the city since the 90s, and the AFL has made massive gains in the last 20 years.
Frankly there's a lack of research into the subject, but the popularity of each sport is so close in Canberra that it's not clear which is more popular for certain. However I say this with absolute certainty; if the AFL launched a Canberra Club tomorrow it'd be as big as the Raiders, if not slightly bigger, from day dot.
In other words, the AFL has grow Aussie Rules in Canberra from a sport that was on it's knees in the 90s to roughly as big as RL in 20 years, and they've done it all without even placing a team here. Granted, the extent of the AFL's growth was largely only possible because of neglect by the NRL and mismanagement by the ARU, and the rate of immigration into Canberra didn't hurt either, but if you don't consider their growth in Canberra (and Southern NSW for that matter) significant, then I'd hate to see what you actually consider significant growth.
