The offices of four prominent player managers are being raided by police from the NSW fraud squad in a dramatic development in the Parramatta Eels salary cap scandal.

Shortly after 9.30am police with search warrants arrived at the Woollahra home of Jarryd Hayne's agent Wayne Beavis, the Leichhardt office of Sam Ayoub and the Pitt Street offices of George Mimis and Paul Sutton.

They entered Beavis' property, but it's understood Mr Ayoub was not at the premises.

The raids are part of on-going investigation into the embattled rugby league club's systemic rorting of the salary cap by paying players under the table.

This year the Parramatta Eels' board was sacked, the club was stripped of 12 competition points and fined $1 million.

Sacked Eels chairman Steve Sharp complained that in May 2013, when he replaced controversial former chairman Roy Spagnolo, he was immediately contacted by Beavis, Mimis, Ayoub and other agents demanding they honour third -party deals which had been struck by the previous regime.

But according to Mr Sharp, there were no formal records of these deals.

In his sworn testimony to the NRL integrity unit, Mr Sharp said he told the agents: "We won't honour anything that we don't know anything about." He said the agents threatened to take their players from the club.

"And I said, 'Well, you can take your players out of the club, take your wooden spoon with you and - and piss off '. "

As the NRL investigation continued they found that the Eels had buckled.

Former Eels chief executive Scott Seward told the NRL that several of Beavis' clients were the beneficiaries of a series of off-the-books payments. Agents' fees range from 4 to 7 per cent of their players' earnings.

Mr Seward claimed the Eels paid Mr Beavis directly for securing the services of Lee Mossop from the English Super League.

Mossop was not a success and after playing only a handful of games the Eels told the NRL they had paid $35,000 to secure his release so Mossop could return to England.

However, documents obtained by Fairfax Media reveal that the actual amount negotiated by Mr Seward and Mr Beavis was $85,000.

"A further $50k will be paid direct to Lee's UK bank account I understand to wrap the matter up," Mr Beavis wrote in one email to Mr Seward. Another of Mr Beavis's clients is star player Jarryd Hayne, who continued to receive unregistered third-party payments, even though he had left the Eels to play American football with the San Francisco 49ers.

One such payment for $26,000 went into a company controlled by former Eels boss Roy Spagnolo while another payment for $26,000 was made to Mr Beavis, in April last year.

Another of Mr Beavis's clients, Darcy Lussick, purchased a heavily discounted apartment in Top Ryde from the family of disgraced former Labor minister Eddie Obeid.

The integrity unit was told that a napkin in a coffee shop was used by Sam Ayoub to negotiate a third-party deal for his player Nathan Peats.

Anomalies with the contractual negotiations between Mr Mimis and Parramatta's then star recruit Kieran Foran are also understood to be of interest to police.

Player managers have to sign a "Total Remuneration Declaration" with the NRL about the player's total remuneration, including third-party agreements.

Any third-party agreement has to be done with the written approval of the NRL's salary cap auditor.

Crucially, the declaration to the NRL is covered by the provisions of the NSW Oaths act, which can make it a criminal offence if such declarations are found to be knowingly false.

I have been reading through Max's letter to the Fans and attached amendments.

Some points or questions going through the recommended changes.

A Public company limited by shares can as a understand it be listed on the stock exchange, and a propriety company can not ?

Life members of the PDRLC were already given Life membership of the PLC weren't they? so yay for them I guess.

Boards role specifically defined in a document. Yippie

Leagues club directors to not to specifically be NRL club directors. Okay great but will there be a separate NRL AGM to talk about NRLC issues ? The rest has all be proposed over the last 3 years of more by multiple people.

On Independence and including AICD that sounds all good.

Nominations board, sure but who appoints that ?

Term limits, (Wasn't this already a proposal like 2 or so years ago).

Nominations Board Committee 3 members, 1 with HR experience, 1 LC appointed member, 1 Independent member, sounds reasonable, I just want to see it filled along with these 5 Independent directors.

Football club directors will not receive remuneration, okay great but LC board members still will right ?

This is all to do with the Eels (PNRLC) side of things, nothing at all it appears to do with the Leagues club and how it will operate. Will the football club have separate memberships? because as I understand it at the moment when we by memberships of season tickets, we are not members of the NRLC, we are simply purchasing a product.

Not if we get real buisness people on board who's main interest is what's best for the club instead of the clowns we have had who were in it for what the club could do for them.

Mate don't be a whiny bitch. I'm sure most of the clowns that have ever been on the board have genuinely loved the club, especially the former players.

It's not like they were making megabucks before, It's not a full time job, the honorarium for the board members ranged from 15K to 25K IIRC, which really isn't much in the scheme of things. If you're joining the board for the "money", you're barking up the wrong tree.

Those who are looking to be dodgy (jobs for the boys, getting PLC work for their businesses, etc) aren't going to be dissuaded by not getting their 1-2K per month. they're chasing much more than that.

If they all loved the club they had a funny way of showing it.

Max has no affiliation at all with the club and look what at he's been able to do in such a short space of time. He's even happy to stay on and help the club out once his job is done.

Well so did you, endlessly voting for amateurs. I'm sure you and all the other members thought they were doing what was best for the club as well.
Max has no affiliation at all with the club and look what at he's been able to do in such a short space of time. He's even happy to stay on and help the club out once his job is done.
Max also has the luxury of complete free reign to make changes without interference.

Our dodgy TPA offers won't be worth much in the eyes of players and managers. They will gravitate to clubs with a history of reliable payments and maximum discretion.

I didn't vote for anybody, I don't live in NSW and without proxy voting(which was promised by the last two mobs) I never had a say. But that's right it's been all the members fault anyway that the only people putting their hands up were crooks or simpletons.

Not sure you'll have to ask them.

I suppose it was the Australian people's fault that all we had to choose from was Talkbull and Shorten at the last election??? It's all the American people's fault they get to choose between Trump and Clinton??? You can only vote for the people who put their hands up. Hopefully now with the Mad Max's good governance and stuff we get a better quality of candidate.

The people that were involved are no longer at the club. They could well face fraud charges and sentencing from OLG. The club has been punished by the NRL so anything found now would be a legal matter rather than anything that could affect the playing group. As far as the NRL are concerned we are cap compliant for 2016 and 2017.

I think this might have a few other clubs sweating around the collar....
