Because your only “solution” is policy on the fly stuff. You want to stop rorting by creating an environment that allows potentially higher level rorting. You could all but ensure the NRL going back to the Arko/Fulton days where unsurprisingly Manly are the strongest club. Your “simple” solution lacks any detail and the gaps from that missing detail are what create these types of loopholes in the first place.

How is stopping players who earn more then $400K from jumping ship to do a short stint cameo with another probably stronger club potentially allow a higher level of rorting? I don't get your logic. We are stopping clubs from piling on and adding elite players to their already strong roster as a late season cameo.
What you could also do is after the June 30 deadline, if any player were unhappy at their current club and wanted out early then sure they can, but only to a team that at the time they sign the new contract they can only join a club that is currently in the bottom 4 on the ladder. Again not to difficult to do and I am sure it would make fans so much happier then if a star player like Hunt can just jump onto the back of a super club like the Broncos for less then half a season and potentially help them win a GF.
The detail you are looking for is only needed for special circumstances like season ending injuries (prior to June 30) or for stand down policies, again prior to June 30. Otherwise after that date, just like it has been for more than 100 years, thems the breaks and bad luck there's always next season.
