Here is a hypothetical for you to consider...

Let's say I am a Director of a Club and also own or control a finance lending company.
Someone comes to me looking for a business loan of $200K and I approve it and actually release to them $220K on the proviso that they contact a particular 10%'r and offer a TPA for $20K to player X.

Is this legal?
Would this happen?

What if they contacted a 1%er by mistake?!?

This would effectively increase the salary cap by $2M and limit the NRL's cost to current levels.

None of that makes it legal to deny players the opportunity to earn money from sources outside the club and its sponsors. As I said about 5 pages back, raising or scrapping the cap certainly reduces the incentive to use TPAs outside the marquee allowance, but it doesn't scrap them.

There must be other team sports throughout the world who operate under a salary cap without these dodgy topups. We need a fact finding mission and should leave immediately for Europe and USA.

Not sure about a points system. How do ratings for players change? Take Corey Norman for example. When we bought him he was an average player. Now he has moved up to probably elite level. He has never played rep footy and hasn't played semi final footy or dally m accolades since he has been with us. On what basis could you move his points value up without bias/arguments? You can't just move it up on number of games played otherwise players like dene halatau would be worth stacks of points.

Agree. Conceivably Anthony Milford may not play rep footy for anther few years. He would be under valued.

Then you get merkins like Mata?utia or Alex Johnson who are actually Kangaroos. They could become unemployable because they attract more points than they are actually worth.

Well, there's no salary cap in Major LEague Baseball. And in the NFL there's a cap (quite different to ours in many respects), but no restriction on payments outside those from the franchise. In the major European football leagues there is no salary cap at all. Sounds like a junket rather than a fact-finding mission :)
