Pretty sure all of the major cases have been due to a whistleblower. They're good at gathering evidence but not sure they are that great at uncovering indiscretions.

Haven't these arrangements been around in one form or another even pre-salary cap? You can bet some beer mobs probably topped up players with slabs of piss on the side back in the day.
Not just Rugby League.Yep, you had players "working" day jobs all throughout the 70s and 80s. They used to flash them up during the game... wonder how many days those players actually turned up to their bricklayer, garbo, or other supposed professions. Then you go back to the 60s and 50s and realise how many players miraculously ended up moving into houses in favourable areas during the "residency" era.
That doesn't even go into all the money clubs used to have to sink into settling gambling debts/bar tabs for players, or paying for repairs to pubs and clubs after footy trips away.
Rorting the system is a part of the fabric of rugby league.
