In short yes.
NRL pays NRL clubs to have their own development officers.
Roosters also run a Central Coast Harold Matts team.
You also have Bears,
Dragons and Tigers have 2 sides each
That program for 13-15 year olds, Kids of that age will be in a clubs development system and in some cases getting extra training in a sports high school.
That program is probably better being under the NRL banner and ran in Adelaide, Perth and other areas where there are holes.
So for me it isn't too many development officers but holes in the system or cross over
