Panthers can’t draw a 20k crowd the way they are, might as well try something different, especially if bulldogs and tigers move out of bankwest to a new SW stadium. Would make sense for a Western Sydney Panthers to then play out of bankwest. Might help them become less reliant on gambling.
Some teams need to change their names although not sure if Western Sydney Panthers would work - Wests Tigers should be re-branded as Macarthur Wests Tigers and base themselves in Campbelltown it's an untenable position as it is now when Wests own 90% of the Franchise and all they have is a little Magpie on the sleeve- too much Balmain centric- Wests should buy out the remaining 10% and own it outright
The Wests Tigers biggest problem is, and always has been, that they are trying to be everything to everyone.You realise that the Wests that own 90% of the Tigers is Wests Ashfield based in the inner west. Wests Campbelltown don't have anything to do with WT's besides being a game day sponsor. Not taking away from the fact that they certainly need to do more for the Macarthur area. Maybe the future Liverpool stadium (hope its more than 17k) will mean they play a majority or half their games in the south west of Sydney.

In their brand, their home ground, their marketing, their player recruitment, etc, they're always pulling in two or three different directions in an attempt to try and keep everybody happy, but you can't keep everybody happy all of the time, and that's stunting their growth as a result.
They need to bite the bullet and pick one direction and then double down on it. Yes that will piss some people off, but it'll also mean they can lay down some roots and really start growing again.
A good place to start that process would be by picking one home ground and sticking to it. Then they can go about picking one brand, tiger or magpie, and pissing the other off, weeding out the board members whom are still trying to play power games in the name of the Magpies or Tiger, etc, etc.

The Roosters could try to take over the city and compete with the Swans. People are more likely to travel from North Sydney to Moore Park than the East beaches to Moore Park.
