The NZRL would just piss that $7mil away with nothing to show for it as well. The NRL and ARLC would be better off cutting out the middle man and doing it themselves if they're actually serious about growing the sport in the grassroots in NZ.

I reckon the NRL are more than happy with the status quo at the moment though. Minimal effort for a reasonable return, no real risk, it's practically heaven for a sport that has a proven track record of being highly risk averse and lacking ambition.
The answer to that is to bring them closer, not cut them out. Reconstitute the ARLC to be a governing body for both countries.

As for NZRL being incompetent at moment, maybe thats partly due to the caliber of people they can afford to employ on their ltd resources?

They've consistently made it clear that they won't agree to join with the Australian governing body in an official capacitary, or any other from of significant oversight from Australia. There's about as much chance of Ireland giving up their independence to join the UK as there is of Kiwi's ever agreeing to allow Australians to run anything for them.
As for NZRL being incompetent at moment, maybe thats partly due to the caliber of people they can afford to employ on their ltd resources?
Hiring higher calibre people would require some of the people there already to give up their positions and/or some their control over the institution, and they'd rather see it fail than do that.

At times over the years Australian RL has dumped significant amounts of money into NZ RL, and they've almost universally failed to invest it sensibly. In other words, they could have done it by now if they were seriously interested in raising standards to the point where they could attract higher calibre people.

This is exactly like the time you were saying "Perth Bears would be great if the Bears agree to all these criteria". Yeah it would be great, but like the Bears they'll never agree to your criteria.

Nobody is denying that.

But it doesn't change the fact that just throwing money at the NZRL has proven to be akin to burning it, or that the NZRL has refused to agree to any oversight from Australian RL institutions.

Yeh true

they should appoint a kiwi commissioner and like you said the arlc should take over the nzrl

Im not suggesting they be taken over, but that they be given a seat on the commission so there is closer working and strategy development. Similar as was done with NSWRL and QRL.

If the NRL has 'dumped' money on them in the past without agreed strategy and kpi's then more fool them.
