Wouldn't do the Eels any good, or most teams for that matter, how many 'locals' stay local . . . more important to protect clubs that advance juniors rather than preying on them when they lose their virginity

Financial mismanagement is different ti the Salary Cap

Salaray Cap is $7.5 mil of a FC costs

All clubs create revenue streams of $16 to $25mil

Which includes NRL Grant, sponsorship, gates, membership, merchandise, corporate functions AND Leagues Club grants

Costs include players (ie salary cap), coaches, trainers, facilities, travel, loans etc

Its a simple equation of of not spending more than you earn

The mentality that a LC grant will make up a shortfall creates a handout mentality

NRL wont provide the same handours as LC

You will find clubs without LCs manage their finances better because they have to

They were also forced into improving their other revenue streams

Clubs that have LCs should have a agreeed LC grant amount rather than shortfall mentality

local juniors should not be included in the cap

What do you class as local? born in the area, jnr club in the area, U16's at the NRl club link up, U18's, U20's what exactly is this mythical local Jnr you want not included?

case example:
John grows up playing RL at his local sports club which is financially supported by Panthers Leagues Club. At 15 he signs for Panthers HM ball team. at 17 he goes to Perth to play in the Pirates SG Ball team. At 19 he signs for the Roosters NYC side and at 22 he signs for the Penrith Panthers. Panthers Jnr off the cap or not?

Simon plays jnr RL in Darwin. His family move to Sydney when he is 16 and he plays HM for Cronulla Sharks jnr side and at 17 he signs for Roosters SG ball side and goes on to play NYC for Roosters. He signs for Roosters 1st team. Roosters Jnr or not?

Take Curtis Rona, NRLWA, Roosters & Cowboys all had a hand in his Jnr development and Bulldogs got the benefit in 1st grade. People need to get over X was developed by Y so belongs to Y. Jnr development benefits all and should be treat as such.

so they have to have played under 14's at the nrl club or affiliated leagues club funded jnr club, hm, zg sg and Un der 20's or equivalent qland clubs? Do you think this will disadvantage players who happen not to have had the opportunity to come through this system?

I don't think this would work for a couple of reasons. The main one is that it I think it would have a big impact on young players from areas such as Penrith and Parra that have a huge amount of juniors . It may have kids in these areas actually signed up with no chance ever of playing grade, just getting them tied up preventing them from going to other clubs.

What about country players that have no NRL club alignment ?

But I do think it would be nice to have some dispensation for developed talent

The original proposal had clubs being able to sign 10 local juniors

In eaither situation

Once you are on clubs 16s books you should be able to remain at that club. But clubs should be mimited to only 25 man squads at U16s and U18s

But clubs that cannot sustain a junior RL structure eg Easts and St George should realign with a country division

But I prefer to see areas like Riverina Dubbo New England and North Coast Adelaide Perth Melbourne participate in NSWRL U16s and U18s

In regards to no U19 players signing with NRL clubs. There so many examples of 18 or 17 year junior superstars playing FG over 110 years of history that this could only work if it was lowered to 16

With only Top 25 U16s signed by junior districts

But nothing can stop a junior A grade district club signing a gun junior on behalf on a NRL club

NRL facing club backlash over proposed pathway changes
DAVID RICCIO
The Daily Telegraph

December 12, 2015

THE NRL are facing a backlash from angry clubs who believe Shane Richardson’s controversial proposal is a strategic move designed to rationalise the number of clubs in Sydney.

Having been leaked the document presented to all 16 NRL clubs, The Sunday Telegraph has spoken to several club executives who are preparing to rile against Richardson’s recommendations.

Of most concern is the plan to restructure the pathway for the game’s best young talent by restructuring the National Youth Competition (NYC) into state based under-20s competitions in NSW and QLD.

The proposal also recommends a new second-tier competition called the Platinum League, which will see players aligned with an NRL club segregated into merged zones. One example is that players from Canterbury, Cronulla and St George could be made to form one zone.

According to the proposal, the ARL Commission are in support of the recommendation, which has sent alarm bells ringing in club land.

One Sydney club executive said the ramifications of the ‘Platinum League’ proposal were “too long to print in a newspaper.’’

“They’ll come out with a denial or a well-crafted statement, but in truth what they’re doing is taking another step towards rationalisation of Sydney suburban NRL sides by limiting our interaction and reducing our relevance in the community,’’ the club official said.

“Kids grow up wanting to wear the St George jumper, or the Cronulla jumper, or the Manly jumper or the Roosters jumper, not for some amalgamated zone which makes up the central coast or north coast.

Under the proposed changes, Wade Graham could not have made his debut.

“And commercially, how does it make sense when under this proposal players, sponsors and fans are being diverted away from the NRL brand and the colours they’ve always engaged with.

“Imagine GWS or the Sydney Swans when they see this proposal go forward. They’ll jump in and offer our best young talent a direct route to the AFL.

“The clubs I have spoke too, are struggling to understand why these changes need to be made and why the key stakeholders, the clubs, weren’t involved in the process.’’

So would the NSW Under 20s league be the NSW NRL clubs, or will it be certain areas, like the "Platinum League"???

I said this 2 weeks ago when the news first broke.

It is an obvious step towards turning real clubs into nothing more than first grade franchises, so they can be chopped and changed at the NRL's whim.
