Why do you think they ask for it then? Agents won't want to waste their or your time showing you through a $480k house when your price range is $400-420, with an absolute limit of $430.
I know the agent is working for the seller (and of course for themselves), but in order to produce results for both parties they need to get the right people looking at the right houses.
(however I should say that yes, in other sorts of negotiations, it is a mistake to give the other party an idea of your budget)
I the negotiation business disclosing your budget is a very big no no. For example when buying your house a real estate agent will often ask what your preapproved finances are (or your maximum budget) and despite their suggestions it is not to help them help you.
