If a Sydney club is forced out, Perth would be the ideal place for it. That's one of the reasons I think Perth and Adelaide should be left vacant throughout the 2020s. If they get a Sydney club that is squeezed out of that market, and it could happen over the next decade, relocating it to Perth will probably see it given more leeway and support from head office than one that's created from scratch.
I'm under no illusion it will happen. I think the ARLC and clubs are content leaving it as a 16 team competiton, with Bris 2 the only expansion option to make it 17.That's all good in theory, but how likely do you think it is that A) A Sydney club will go broke within the next decade, and B) that the NRL will make the hard decision to say "relocate, or we won't bail you out"?
From where I see it, even *if* A happens, the NRL will just bail the club out "as is, where is" rather than do B.

PVL ruled out Adelaide and Perth. None of the previous CEOs and Chairmen showed any interest in Adelaide and Perth. It's why I don't waste any time talking about an 18th, 19th or 20th licence going to Adelaide and Perth, as l'm of the belief it will never happen under the structure of the ARLC. The clubs will need to approve of it and none of them are going to do that.

If simply expanding to 20 teams is a no-go because it cuts the cake into too many slices then letting clubs die, relegation, or relocation are the only ways to progress.

Another option would be for Melbourne to become the Southern Storm and adopt Adelaide and Perth, but it will never happen. 8 games Melbourne, 2 games Perth, 2 games Adelaide.
A club like the Tigers has been making up the numbers since 2011. The Balmain side of the merger is almost dead. The Magpie side isn't allowed to use their name, but are expected to fund the joint venture. It's a mess. Surely if a Perth consortium were interested in buying a 50% or 33% stake in the club, change the name to Western Magpies and play a few games in Perth, then the ARLC and Western Suburbs should at least consider it. I know it's not ideal, but Perth would gain representation and some games, while Magpies get their identity back. It's the only way I can see Perth and Magpies getting back into the NRL.
