So, your clubs basic recruitment policy is picking up players that other clubs rejected? You must be really proud of that practice. Wouldn't it be more beneficial to harness that depth of talen you have in your expansive junior development program and build a strong first grade team from that? Perhaps this is the reason that promising juniors are leaving clubs like yours and heading for more successful clubs that are willing to give them a go. Perhaps that don't like being overlooked for rejects.

That's six that have played first grade elsewhere. That figure is low thanks to a few regular first graders not playing this game:-

So, on a normal day, we could expect to see anywhere from 8-10 Dragons players take the field that have played first grade elsewhere. If we were, for arguments sake, claim that the entire purchased region of Illawarra is not another club, then the figure is still 5-7. That's not too different to the figure you threw at me for the Roosters. I still don't see the point you are getting at.
