The show cause is the first step in the infraction process - like a "please explain".

They apparently have 10 days to respond / justify their actions before an infraction is issued.

This is true but his dodgy actions have allegedly caused 17 guys to take a prohibited substance.

If the law can't make him pay, that's a massive loophole.
