None of those issues are breakaway comp stuff and most aren't things that clubs generally give two shit's about.
The ref thing is sensationalist bullshit, "crisis" has become more overused then "star"

* Clubs need $2.5m to $3m above what the players get paid to ensure clubs are profitable;
They want more money. Obvious.
* Grassroots rugby league needs to be fixed as well as bush football;
Again, obvious.
* Rule changes will come under the microscope following the recent shoulder charge fiasco;
* They want a clear understanding of how the NRL will fix what has been called a refereeing crisis;
Aside from straight up $, the biggest issue in the game right now. The NRLs cockups are affecting the clubs gate takings. The clubs can only do so much in promotion if people simply can't be arsed paying to watch NRL.
* There is also major concerns about plans to scrap the under 20s competition;
* Clubs also want the NRL to do more to help reduce costs for junior players;
* And administration costs associated to NRL head office must be halved.
Less important, probably still real issues.
These are not cause for a breakaway, but they are likely legitimate complaints that clubs want head office to answer. This is normal. Clubs will always want more support from the NRL, it's the clubs that keep the profits flowing.

Obviously there has to be a balance. Clubs are short-sighted. The NRL needs and deserves money for expansion, internationals, other shit. But Clubs Players and Grassroots are what makes the actual sport happen.
