I agree. If players are brought up through a particular club's junior system, then they are considered local juniors. Case in point for the Panthers - Rhys Wesser & Tony Puletua.

If this wasn't the case, Nathan Hindmarsh wouldn't be considered a Parra junior.

If that's the case, we wouldn't be considering Perth, and we would have Wagga or the like as an NRL team.
